Leveling

Part 1

In Act 1, you start with Falling Thunder and Glacial Cascade. Once you get access to level 5 skill gems, get Ice Strike and Tempest Bell; that's when the real fun begins. When facing rare or unique enemies, always place your Bell to deal a lot more damage. (The Bell needs 4 Combo counts to be used. Hit the enemy 4 times with Ice Strike, place the Bell, and then keep smashing with Ice Strike.

Falling Thunder - Lightning Infusion

Glacial Cascade-Cold Infusion-Ice Bite

Ice Strike - Martial Tempo – Rage

Tempest Bell - Concentrated Effect

Part 2

In Acts 2 and 3, you don't need Falling Thunder or Glacial Cascade anymore; you can activate Herald of Ice for clear speed. This Part is important because before ending Act 2, you must also get Charged Staff and Combat Frenzy. Combat Frenzy is going to generate Power charges, and Charged Staff will consume Power Charges to grant you an amazing damage buff. P.S. - Combat Frenzy is on the Ranger Tab of Spirit Skills. As soon as you get Combat Frenzy, you need to activate the node Resonance on your Passive Tree to turn Frenzy Charges into Power Charges.

Ice Strike - Martial Tempo - Crescendo -Primal Armament

Tempest Bell - Concentrated Effect -Ice Bite-Rage

Charged Staff - Persistence - Innervate - Rising Tempest

Combat Frenzy – Profusion

Part 3

Reaching the Cruel difficulty, you'll have access to all skills and start dropping level 3 support gems, so you'll be able to start molding your build, as the guide shows in the Skill Gem section of this video. Remember that you'll get all the Spirit you need to activate all your Buffs from your "Lead me Through Grace" Ascendancy node.

Items

Goldrim Felt Cap

This is, in my opinion, the best leveling item on PoE 2, a low-level helmet with up to 35% of each elemental resistance, no doubt a big help in facing the dangers of the early game.

Wanderlust Wrapped Sandals

These unique boots are awesome for leveling fast. They grant 20% increased movement speed on the low level.

Corpse Spell Long Quarterstaff

Having a good weapon is super important for your leveling; you can get them from vendors or even trade your Exalted Orbs with other players when you reach level 10. Try to get a Warstaff like this, with around 50 DPS.

Loaf Bane Crescent Quarterstaff

When you reach Act 2, look for a stronger Warstaff, with something around 150 DPS.

Eagle Beam Steelpoint Quarterstaff

Reaching level 30, try to get a Warstaff like this, with over 200 DPS and Critical Strike Chance. This will grant you a smooth ride until endgame. If you can't afford it, don't worry; you can look for a cheaper version or even upgrade your weapon with drops and vendors along the campaign.
